Battery Levelling Board Assembly/Testing #91

The battery levelling board needs to be assembled and tested.

Once it is ordered in, it will need to be assembled.

Once the firmware is finished (or at least testable firmware is done, it needs to be tested, first with one channel, then building up to all 4.
