Beer Card Broken in End Game #30

What steps will reproduce the problem?
1. Play the game until the Sheriff and Renegade are the only players left.
2. Have less than your maximum health.
3. Play a beer card.

What is the expected output? What do you see instead?
Beer should give back 1 life point when discarded. The card is discarded
but no life point is returned.

What version of the product are you using? On what operating system?
I have seen the issue on 0.1.3 and r144. I am on Windows OS (XP and Vista).

Please provide any additional information below.
I have not seen this as part of the basic rules so I assume it is a bug.

Thanks for report. Unfortunately I believe the described behaviour is perfectly
right, because the official rule say:

_Beer_ has no effect if there are only *2 players* left in the game; in other 
words,
if you play a _Beer_ you do not gain any life point.
