bedtools test isn't good #11

Update line 30 to check for file size https://github.com/aryeelab/hichipper/blob/master/hichipper/interactionsCall.sh

If bedtools isn't in the environment, the file is still generated but is empty.

Now evaluating the file size instead of file itself; seems to fix it (as of version 0.5.2.)
