VS Code + Niels Liisberg's RPG-for-VSCode are pretty darned good already. Combine with WinSCP or sshfs to get source to the host.

There's still a gap compiling, but Brian Garland's CRTFRMSTMF helps with that.

Also the problem of dealing with source physical files (CRTSRCPF), but Richard Schoen's iforgit might bridge that gap. Needs research.

Liam Allan's ILE Editor & Notepad++ plugin, and Mihael Schmidt's MiWorkplace are other candidates worth watching.
