More localization work - [merged] #300

Merges more-locale -> master

Allow localization of action type abbreviations ("STD", "QCK" and such) on sheets
Fix the localization of the "Import Powers" button's popup/hover title
Re-add the localization key for "Item", which turns out is used but not greppable as its dynamic
Localize the name of newly created items in sheets ("New tool", "New power" and so on; "New" was hardcoded)
Localize the Active Effects tab (tab header, add/modify/delete,toggle), and fix a bug (both edit and delete buttons are currently labelled "Edit" on hover, even in english)
Localize the recovery roll flow (popup and chat message)
Localize roll dialogs (popups for skill checks, background checks etc.) - also fix "Skill Check" being called "Ability Check" in the popup
Localize damage chat card context menu ("Apply as damage", "Apply as health" etc.)
Localize sheet names & item show players button
Localize command point roll chat card
Localize recharge roll chat card
Remove mention of "power" from embedded macro description, as embedded macros are supported for non-power item types too (i.e. equipment)

Reviewer note: These are both Free in English, but (slightly) different in other languages, i.e. Frei and Freie in German.
