Leveraging i18n and legacyTransferral off - [merged]

Merges legacyTransferral-off -> master

• i18n
  • Refactored many labels to leverage i18n, include Foundry-native paths
  • Restructured en.json to a nested format
  • Added keys for the sheet labels and document types to en.json
• Effects
  • Turned legacyTransferral off in the init hook, allowing items to transmit their effects to actors during data prep
  • Added effects tab to features to demonstrate this capability
• Many structure changes are just from my Prettier install tbqh: Feel free to re-run your own to adjust
