Related links show up at the end of YouTube videos when "gcb_can_persist_tag_events" is true

What steps will reproduce the problem?
Run GCB code without patch installed
Set GCB with gcb_can_persist_tag_events turned to false
Play video - show that video related links don't appear at end
Set GCB with gcb_can_persist_tag_events turned to true
Play video - show that video related links do appear at end
Apply patch
Repeat test - except related links do not appear in either case

What is the expected output? What do you see instead?
You should not see related videos appear at the end of the YouTube lesson 
videos. Instead you do see related videos appear.

What version of the product are you using? On what operating system?
1.5.x

Please provide any additional information below.
