Location keyword is sticky #243

What steps will reproduce the problem?
1. Navigate to http://footprint2009dev.appspot.com
2. Sign is with account X. In the location search box, enter "Fremont" and
search. Sign out
3. In the same browser. Sign in with account Y. Notice the location is
still "Fremont"

What is the expected output? 
The location should not be sticky

It should be sticky by design.
