expose GAE dashboard (e.g. quota details) through /admin for read-only access... #327

this helps others manage the system and detect problems,
without giving them admin access to production.

strawman proposal: put a login password into private_keys.py
and use this to screen-scrape the Quota Details and other
dashboards.  TBD: how to offer the same configurability...

these are still important, but moving out from 1.5 i.e. super nice to have
for 1.5 but not necessarily realistic
