offer unbranded form of gadget #424

gotcha: to share code with the gadget but avoid an extra <script> tag
in the gadget, this requires a server change.  I've got it.

(this will create a new HTML file in the gadget/ subdirectory and the
gadget will be generated on-the-fly from this code)

(and if this turns out to be too tricky, I'll give up and create a
new URL for raw-IFRAME embedding... but I seriously doubt it)

(this is critical for embedding on govt sites, i.e. super high priority)
