Create page with options for posting listings #460

Create a new static page with standard info on posting listings, so we
don't have to respond to hundreds of form submissions.  Add to footer,
static page left sidebar.

Submitted r887 and r888 adding the page and r889 adding sidebar and footer 
links to
the page (demo at http://footprint2009dev.appspot.com/).

Once we're ready to launch this page, changes are required to the about and faq
pages, but I can't submit those yet or they'll change on the live site.

Which page is this suppose to replace?  /spreadsheets?

Didn't notice that /spreadsheet was there already.  The problem was we had that
linked to from the about page, and the google form listed on the FAQ, and the 
form
from the FAQ had hundreds of responses.  I think it makes sense to add some of 
the
info on posting to partner sites to the /spreadsheet page, rename to /posting, 
and
make all links on the subject go there, so we have consistent info available.

Fixed (mostly) in r891.  I added info on posting to partner sites to 
/spreadsheet and
replaced the link to the form in /faq with a link to /spreadsheet.  I also 
removed
the /posting page and instead am directing /posting to /spreadsheet.  Once the
urls.py is pushed, we might want to make /posting the main URL for that page, 
so that
its simpler to understand for users.

(When r889 is pushed, there will be sidebar and footer links to /posting, which 
now
goes to the new /spreadsheet page.)
