Search quality: Searching location "Massachusetts" show most results outside the state

If the user does a search on a state like Massachusetts, they are seeing 
MOSTLY ALL results OUTSIDE Massachusetts in different states.   We should be 
first showing mostly Massachusetts results... And when I search for Boston, I 
see pages of results.

Tomorrow we're having search quality meeting to address issues like this, but 
I wanted to make sure this bug was filed -- so we know it's an issue to fix.
