Radius filter location search

We should offer users more search refinements, so they can view the results 
they are looking for.  A number of people have complained they are seeing 
results outside their location.  We should offer search within X miles, or 
give them a preset of miles.

Filing a bug, but we need to scope this out.  We may also want to expose 
other settings like " include virtual listings" that is defaulted on.

Assigning to myself and Ginny to scope this out.
