What problem are you trying to solve / opportunity you're addressing?

Users are lazy, and don't want to manually search.

Describe the rough idea:

Users register with the site, providing their matching criteria (geo,
skills, interests, etc.) and we notify them (email) when matches happen
(e.g. new listings).

Does this require anything beyond writing code?  if so, what?  where would
you get this?

mostly code.  some basic design, e.g. easy system for opting out, etc.

In the 18 month timeframe, how much impact could this have (number of
people impacted)?

TBD-- 10-100K ?

Can this be implemented in 3 months or less?

yes-- it's pretty easy in fact.

How does this impact users?

obvious.

How does this impact organizers?

n/a.

How does this leverage partners?

n/a.

Does this bring up new legal/policy problems?

no.
