We need to be able to parse and make permalinks for house and senate committee reports -- look for the ID by parsing "(House|Senate) Report 104-189 -"

this is partly done, but didn't successfully handle http://thomas.loc.gov/cgi-bin/cpquery/R?cp111:FLD010:@1(hr316) [check the regex]
