Allow specifying starting counter number for saving files in CLI #70

This lets the user specify what number the counter starts at when taking images with pktriggercord-cli, to avoid overwriting previous photos when using the same filename. This is done using the --counter argument.

I added another commit. I made the changes to the man page, but it's my first time using the format so I hope I didn't do anything wrong.
