Description

It is not always clear whether a step is optional or mandatory. Currently, everything looks mandatory, but

from the current "classic process" it seems that a repository is only required for the OpenX standards
the creation of a draft seems optional in the "classic process" for a proposal workshop

The (current) idea of the Project Guide is to describe

the process as it should be, not as is
only the Simulation Domain processes

We should discuss with the others if this premise is still valid and if the Project Guide must mention this anywhere.
