Description

The wording "...content of the proposal is not changed during..." is imprecise

Suggestion

I propose "...content of the proposal must not be changed during..."

This passage is taken verbatim from the handbook and needs to be reviewed and, quite likely, updated anyway. I will keep this issue open for now and come back to it once Ben and I had a chance to work it over in general.
