Add a rule to Figures chapter that an alt text is mandatory if an image size is defined.

Rule

• An alt text shall be defined in the image macro if an image size is defined.

If no alt text is defined in the image macro, the image size is not adjusted during the rendering process. If no specific alt text is defined for an image the default alt text ìmg` shall be used.
