Manifest file for including Checker Library into framework

The existing mechanism to include Checker Bundles

Whis will create a result file without found issues (empty result file). It contains all information about the Checker Bundle itself. So, it is something like a manifest file for one Checker Bundle.

What we need is a manifest file for a whole Checker Library (probably multiple Checker Bundles and Report Modules), and an approach how to include it into the Configuration GUI (#16) and into the Runtime (#15) of a run.
