Add sample files #106

Description

This PR add the sample valid/invalid OpenDrive files for rules to be implemented in the future.

Main changes

  1. Add the sample OpenDrive files
  2. Mention the sample files in README.

How was the PR tested?

  1. Unit-test
  2. Render README locally
