Description

This PR updates the package distribution name to asam-qc-openscenarioxml while the import package name stays as qc_openscenario.

Main changes

Update distribution package name to asam-qc-openscenarioxml
Add poetry and needed files for it

How was the PR tested?

Unit-tests are working as expected.

Notes

It is important to notice that the import name was not updated. We need to verify if it will be necessary.
