Add CODAR Wave Data to OceansMap #4

update on source:

First step is to harvest. Rutgers set up the data on ERDDAP:

http://hfr.marine.rutgers.edu/erddap/info/index.html?page=1&itemsPerPage=1000 - source is called "MARACOOS Wave Heights"

then we need to add to OM (dev) catalog
