The layout should look something like this -

The Great Lakes Observing System and our partners have developed this web application prototype to provide the latest information about western Lake Erie harmful algal blooms to stakeholders of all kinds. The application’s goal is to provide actionable HAB information, when and where people need it so they can spend less time looking for information and more time putting it to use.

The picture and the document arent consistent when it comes to the text after "Sign up and get started!"

Which one should I implement? The Project [link to About the Project page]

Also, I assume each of the logos will need to link to each organizations home page?

Just logos. No links required.

So the welcome page is currently only accessible when you're logged out, otherwise the map is shown. So that means the only way the users would find a link to the data and project page would be if they are logged out. Is that desirable?

Yes! the welcome page looks good. The only pending items here are to update the links of about the data page and about the project page.

Will close this ticket after we have the 2 pages created and links updated here.
