Hook up Alerts page to the API.

Priority to get atleast one parameter set up for alert(BGA) If time permits, then all three parameters - BGA, Turbidity and PH

API has been hooked up

Tolcrib stream was showing same data point. Ed confirmed that there is some connection issues with tolcrib.

We switched to tollsps, and we are seeing similar issue with tollsps as well. We will monitor tollsps for now.
