Clearly Define Date and Time of Presented Measured Data & Time until next Update #44

Want to be able to: Know when forecast now being viewed was issued and when next forecast will issue So that he can: Determine whether or not to wait for next forecast issue before making forecast-guided operational decision

Does Oceans Map already have this functionality?: Located where in OM?:

Inputs: NOAA Forecast Model Outputs: Any

Feasibility: Yes

Notes: Presentation issue. Make it clear when current forecasted data was provided and when the next will be. Look at wavewatch 3 viewer

@kvmartin001 Take a look at this. This issue is from the original scope directly from the users of OceansMap. This relates to #217

We should think about adding useful information about why there is no data available in that notification.

This needs backend or data-catalog support of some kind, oceansmap can assume but it has no actual info into how often each forecast updates at this time.

I was thinking of displaying the next expected time based on the diff. That isn't official though. If the next expected time and/or frequency becomes available in the catalog, the validation function should probably use that instead of trying to predict it.

This info could come from data catalog, FMIS does this but it is user entered so not great
