Better page for link for API #43

API button at bottom of page is not very useful (http://data.asc-csa.gc.ca:8080/fr/api/3)

Replace with a link to an informative page providing an example that is specific to accessing data from the CSA data portal.

This will also be refered to on general website version of http://livelink/livelink/llisapi.dll/fetch/2000/12006/130939/7593810/354696/36014768/36908608/36988513/44996229/api.html

The possibility to add new "template" page to ckan has been added, with the first new page being the api page, accesssible through "/API". This functionnality will be added as a new branch before merging with master to avoid any problems

Overhauled the API script with https://github.com/asc-csa/ckanext-asc-csa/commit/b43258b64bd8003718d93e34ba48c8d45c406dbe. We could add a link to the harvester on the API page but I worry that we'd be confusing people. TBD
