Schemer generally copies the schemamama interface, with a few important differences:

[x] DAG of dependencies rather than an ordered version
- [x] Instead of version, migrations should have a UUID ID
- [x] Migrations should specify set of IDs on which they depend
- [x] Instead of to: Version, Migrator::up should have a sink: Id argument
- [x] Instead of to: Version, Migrator::down should have a sink: Id argument
- [ ] Instead of first/last version methods, should have current sources and sinks
[x] Use ~~error_chain~~ failure crate
