function to get the latest rates for all available currencies should be implemented on the socket Server.

SocketServer class : implemented REST call to Web API : GetLatestRates for all currencies.
SocketClient class : subscribed to Event to receive Message from SocketServer. The Server sends the JSON containing lates rates for all currencies to the SocketClient.
