PR Issue#26: Create a Task Scheduler with Start/End time. #27

Anlaufprojekt: Wpf.Test.csproj
Eine REST Abfrage liefert die aktuelle Wetterdaten. Diese werden im View angezeigt. Die Abfrage der Wetterdaten startet ab einem festgelegten Zeitpunkt und endet auch zu einem vorbestimmten Zeitpunkt.
Die Start und die End Zeiten für die REST Abfrage ist in einer Json Datei festgelegt.

Feature: User should be able to set the Start and End timings along with the intervals (seconds/minutes) from the GUI.
The manually changed times (User makes changes from the GUI) should be first saved to the Json file. THen the Json file is reread.

Scheduler Start/End times can now be set from the User Interface.
Scheduler Start/End times are saved to the json file before starting a Scheduler task.
The Datagrid can display the current weather in Celcius (data received from REST call)
