Fix filter command logic and filter maintenance

Includeds all shamanskyh 68c78b7 changes plus

• Updated accessory names to be able to distinguish which is which
• Updated purifier serivce logic so commands are sent properly
• Added diagnostic config flag to diagnose future changes
