Document the snapshot release process information given by @johncarl81 in comments on Issue #79 .

We can fill in the TBD sections later.

This is a doc-only change, I'm going to go ahead and merge. Hope you guys don't mind.

Sorry, I thought this was a work in progress branch and PR... even for the little stuff we need to stick with our 2 person merge policy. Add a comment if you want something merged and I'll try to get to it asap.
