Use a static version for Chartist #28

Currently we are using "latest" but I believe this is a bad practice since breaking changes could be released. If Chartist strictly adheres to semVer we could freeze on a major version. Since Chartist is still in 0.x version, I think it's safer to use 0.11.x or 0.11.4.
