Create a dedicated "user/developer" manual for Asciidoctor Ruby #756

Currently the "Asciidoctor User Manual" contains references to the Ruby API:

[ ] 3.2. Using the Ruby API
[ ] 67.2. Using the Ruby API
[ ] Appendix C: Ruby API Options

Arguably we could also extract the install/upgrade sections:

[ ] 7. Installing the Asciidoctor Ruby Gem
[ ] 8. Upgrading the Asciidoctor Ruby Gem

The AsciiDoc language documentation and the Asciidoctor documentation are now split. We have room now to add documentation to the Asciidoctor documentation for the user / developer where it is needed. Let's follow-up with specific use cases to give someone a reasonable chance of being able to contribute documentation for it. Those issues should be filed in https://github.com/asciidoctor/asciidoctor.
