fix: switch to Alpine native python cairo dependency (used by seqdiag) #361

This PR adds the native package py3-cairo: this dependency is required for the seqdiag python program.

The python installation used to build this dependency during the installation of seqdiag but it started to fail recently (as surfaced in #356 .
