Determine what the archival handle for a github repo should be to ensure that the Asclepias identifier is not deprecated. Is this a:

• Github URL?
• Username/Repo Name?
• Hash?

• Use the github id as the identifier for the concept (which would resolve to a specific repo, but not a version or tag or hash) - the IRURL will be the API URL
• Also use the github URL as a second github identifier, and the IDURL will be the human-readable github URL
