missing tool version fails verification #105

The spec seems to specify that the version attribute of the tool tag is optional. However verification fails if the tool.version attribute is not set.

I believe this was addressed in 0.9.3

Thank you @OlliTee , yes that's fixed in the latest version (master branch). I think I can close the issue then.
