Alternative definition for Coulomb logarithm #102

LOCUST uses a different variant of Coulomb logarithm: https://iopscience.iop.org/article/10.1088/1741-4326/ac904f

Unclear which one is "correct", or if they are both wrong, but I will store the one that LOCUST uses in a separate branch.
