TWW C_Spell version of IsSpellInRange & IsSpellInRange works fine with spell ids
This solve an issue when input is a "temporary" spell, like on TWW with paladin heroic talent Light's Guidance that transform Eye of Tyr into Hammer of Light, calling Lib.SpellHasRange with the spellId of Hammer of Light return nothing
