Please include just the relevant icons.
If you need to distinguish between two effects that have the same name, use their spellID instead.

Do you happen to know the spell ID for the actual debuff? I tried the closest ones which were 27556 and 27638 and neither of them work. I've tried other spell ID's and no luck.
Rake stun is 163505. I don't have a feral but the debuff for the bleed itself should be on the tooltip if you use any sort of addon that fetches spellID on mouseover for buffs/debuffs.
If this isn't fixed by changing to IDs (Use something like https://wow.curseforge.com/projects/idtip to figure out the IDs), then open another issue.
This happens a little less than half the time. The three Rake icons I have set up are set to show when 1) Rake debuff is absent on the target. 2) Rake debuff exists on target with less than 5 seconds left on said debuff and 2 stacks of Bloodtalons on the player. 3) One stack of rake on target that has less than 3.3 seconds left.
When I stealth Rake a fresh mob, the conditions should allow for the next icon in the priority to show. But sometimes, Rake's stun (which creates a second Rake icon on the target) will keep Rake showing on the Meta until the stun falls off. I've tried to recreate this on the dummy, but was unsuccessful although the stun still shows. It may only be relevant to mobs.
