Spell cooldown condition Tab broke #1870

The spell cooldown condition tracker tab seems broke. Slider does not appear and tracking of these spells and items seems hit or miss currently. Spell cooldown condition tracker for Will to survive and item(13) don't work at all and Sepsis is hit/miss. Seems to have been broken after 9.0.5.
