Describe the bug

Spell: Essence Break Class: DH

Adding a notification condition like Border or Activation Border with the following Trigger: While Condition Set Passing or On Condition Set Passing for Spell Cooldown of skill Essence Break triggers at the wrong time.

For example setting a notification trigger for <8 seconds spell cooldown shows the notification roughly at <6 seconds. Seems like the Spell CD of Essence Break might be bugged. Attached example group with Essence Break Spell CD notification below.
