Besides removing the unused get-version-from-legacy-file, I've also pruned out a fair bit of useless or dead code, such as setting MAKE_OPTS (does nothing, and it set by python-build anyway), and creating our own tmpdir (also done by python-build).
A handler for refs and more quoting were also added.
