update changelog for 3.1.0 #1762

Description

Starting 3.1.0 release.

Will re-milestone all open issues/PRs for 3.1.0 to 3.2.0 before release. This PR will test s390x and regtests are running (using asdf main) for: JWST: https://plwishmaster.stsci.edu:8081/job/RT/job/JWST-Developers-Pull-Requests/1232/ romancal: https://plwishmaster.stsci.edu:8081/blue/organizations/jenkins/RT%2FRoman-Developers-Pull-Requests/detail/Roman-Developers-Pull-Requests/612/pipeline/210

both regtests passed without errors
