Description

Adds changes for v1.6 release.

• Abstract shortener logic to separate classes
• Add shorten interface
• Add bitly shorten class
• Add rebrandly shorten class
• Change settings to support different shorten options
• Change Bitly API from v3 to v4
• Add new unit tests for Bitly/Rebrandly APIs and (de)activation hooks
• Activation hook adds options without autoload
• Deactivation hook removes options
• Update composer and npm dependencies
• Update build to test PHP 7.3, add 7.3 support mention to READMEs
