Updating the Skia windows compilation instructions in ReadMe #28

wanted to point out how the aseprite INSTALL.MD had updated the file to support visual studio community 2022 version

changing these commands in the skia README to : call "C:\Program Files\Microsoft Visual Studio\2022\Community\Common7\Tools\VsDevCmd.bat" -arch=x64
