Update Universal Base Image (UBI) to RHEL 8

The package manager microdnf should be used to install additional packages.

Base Image registry.access.redhat.com/ubi8/ubi

I was about to ask for a bump in prio but it already is at high. To further strengthen the case for ubi8, the image scanners at a customer throw security warnings about very old CVE on the rhel image version. Most are related to (os level) python2. The non-python (app level) ones are about java h2 and slf4j-api, so maybe at least those can bie fixed
