Added new blog : " Data Science: A Beginner's Roadmap" #36

Completed #22 for the month of February. This blog is a step by step guide for beginners to understand and learn data science. This is my personalized plan for anyone to start from scratch for becoming a data scientist. @vipulgupta2048 Please review for any suggestions or feedback(if required).

@rohanvtk bro you merged the commit without removing the dependencies I mean you should have removed the changes to the other files in the branch before doing it, this ended up causing a merge conflict in the #37... Please don't keep tabs on possible merge conflicts before merging...

@hastagAB I would expect anyone who is writing a blog post to at least proofread blogs through Grammarly, 35 errors found.
@swarnimarun Please clearly state what you meant. @rohanvtk Please don't merge anything from this point onward, without the approval of 2 reviewers or specific permission. The reason for that being, the quality of the blog that needs to be maintained along with the order of the posts. I for one wanted the first blog to be "Welcome to ALiAS, here's how you begin" blog. We need to discuss content and that's why I was holding off (accumulating) all pull requests.
