Uses peaceiris/actions-gh-pages and peaceiris/actions-hugo repositories for boilerplate and setup code. (untested patch)

Will test if it's ok to move. Or anyone can test by cloning the patch-1 branch from https://github.com/swarnimarun/blog repository.
