BE-611 Add higher order terms to Sentinel geocode fittings #475

Higher order terms are added to various parts of MapReady to allow for better geocoding fitting. Kirk did the majority of this work. I've decided to move his test branch into mine to make the transfer to devel easier.

The literal 45 keeps recurring, suggesting that it should be replaced with references to a const in some header.
